巫政厅
The New York Municipal Coven is the city’s official body of witches. It keeps a shelter for stray familiars in Soho, and looks for volunteers to spend time with them.

Retrieval is part of its business, too. The one inside the Soul Urn claims to be a member of the Municipal Coven in good standing, and is sure that, should it go missing, the Coven will notice and won’t let the matter lie.

The Coven does not take the safety of its own lightly. One Soul Urn mentions that someone once tried to abduct it, and that the Municipal Coven did not take kindly to it.
“Just so you are aware one of your fellows tried abducting me once, and the municpal coven did not take kindly to it. So please be prompt in my delivery.”

Pocket, having downed the Trapper, says he’ll give a donation to the Municipal Coven later. Holliday, for her part, says she’s got nothing against “the boys in the coven.”

According to one Soul Urn, a few years ago the Municipal Coven wanted to exterminate Rat King and all his kind, and it was Earnest who talked them out of it.
“You know a few years ago the municipal coven wanted to exterminate the lot of you, but I told them "No! rats deserve their place in the world, let them live in peace" and they told me "Earnest, you have the best ideas, you're so right" . Anyway, alls this to say is that you shouldn't eat me.”
