Old-guard viscount of New York’s vampires
Simon Pardoner is the reigning Viscount of the Barony of New York. Little is known of his origins or of how he rules, but his name carries weight among vampires and in the Municipal Coven alike: when the Coven’s keeper of the Soul Urn brings him up, it is with a fear of getting into trouble over him.
“Does Simon know you're here? because I don't want the municipal coven to get in trouble with The Viscount.”

His seat is coveted. The vampire Mina schemes to usurp the viscountcy, and in front of Apollo she went so far as to declare that the Viscount was about to become obsolete.
“Well he's about to become obsolete.”

Not everyone believes Mina can pull it off, though. Shiv told her flatly that she was crazy if she thought she could replace Simon Pardoner.
“Mina you're crazy if you think you can replace Simon Pardoner as viscount.”

Grey Talon knows of this quiet struggle too, and once urged her to give up her designs on the seat. Solomon, too, has held the Viscount up as a yardstick, mocking Mina to her face for falling far short of him.
“I know you seek to usurp Simon. Don't do it.”

“You're no Simon Pardoner.”

The Viscount’s connections reach in every direction. Apollo met him once, and judged him a fascinating man.
“I met the Viscount once, fascinating man.”

Drifter, meanwhile, dares to call him by his first name, and from that alone Mina concluded that Drifter must be very old indeed, and strong enough to tear her in half. Haze of OSIC goes further still, reckoning that if Drifter is brought down, the Viscount will owe OSIC a favor.
“Looks like the Viscount is going to owe the OSIC a favor.”
“看来子爵要欠OSIC一个人情了”
Baba has spoken of him as well, vowing that if Pardoner won’t kill Drifter, she will do it herself.
“If Pardoner won't kill ya, I will.”
“要是帕登纳不杀你，我就杀你。”TL
Nor does the Viscount’s name carry weight everywhere. Facing Mina, Nurse Harrow declared that she answers neither to the Viscount nor to her.
“I don't answer to the Viscount, or you.”
“我不听子爵的，也不听你的。”TL
The Barony of New York he governs is part of the Vampire Nation.

“Because if you're old enough to call The Viscount by his first name you're probably strong enough to tear me in half.”
