OSICOccult Security and Investigation Commission

The OSIC (Occult Security and Investigation Commission) is a clandestine agency of the United States Federal Government, with a number of divisions, among them the Sandman Division and the Curator Division, and it has lately set up shop in New York: it warns citizens of celestial events, issues hex reports, and has even put out a statement reminding citizens that North Pole expeditions are illegal without a permit. Even the owner of a little corner shop, catching sight of one of its agents, asks warily whether the OSIC is investigating them.

Haze is an agent of the Sandman Division. She has dedicated her life to the agency, and says it trained her well.

“I dedicated my life to the OSIC, I won't fail them.”

On a mission, she makes it known that she is there on OSIC business.

“I'm here on OSIC business.”

“我是奉OSIC的命令而来。”TL

The OSIC’s reach extends into every corner of the city. Bebop once anxiously asked whether, when this is over, it would take him away from Shelly Fisher. Paradox once asked Haze to put in a good word with the Curator Division for her, and got only “Afraid not.”

Not everyone accepts its authority, though. Vindicta flatly declares that she doesn’t answer to it, while Haze, speaking of that adversary, says she was no avenger but a domestic terrorist; Billy is blunter still.

“I don't answer to the OSIC.”

“The OSIC are just a bunch of goons with a badge.”

Many know full well what it costs to make an enemy of it. Abrams admits he never wanted the OSIC as an enemy; Grey Talon says he didn’t want to fight it, but will do what he must; Wraith wasn’t looking to start anything with it; Infernus is sure it will be coming for him now; and Mo & Krill sigh that the day just keeps getting better.

“And now we made an enemy of the OSIC, this day keeps getting better…”

“现在我们又得罪了OSIC，真是祸不单行啊…”

Kelvin’s situation, too, has caught its eye. Haze tells him plainly that the OSIC have questions about his condition; half in jest he asks whether this is a friendly request for a chat or a threat, and the answer comes back: it’s the federal government — why not both.

“The OSIC have questions about your condition.”

He then asks whether he should make himself unavailable after the ritual. Haze says only that what he does with his time while she is filing reports is entirely up to him.

The agency has other dealings with Fairfax Industries: the two hold contracts, and have an unspoken understanding besides. Deadman Danny worries that this business might affect his company’s contracts with it, yet also boasts that not even its elite operatives can hide from the Chimera Mark 1.

“I thought the OSIC and Fairfax Industries had an understanding.”

Violet’s fear of it comes laced with mischief. She doesn’t want to get on its bad side, and fears even more that it will come find her once she has struck down Haze; yet in the next breath she turns that agent’s portrait into a recruitment poster and, grinning, offers it to the agency.

“The OSIC is gonna find me, aren't they...”

Nurse Harrow gives no ground before Haze: the OSIC can investigate all they want, she says, and the practices on her ward are above board.
