The United States is the nation in which New York lies. Whenever people speak of its capital, Washington, their voices always carry something of the weight of power.
After Haze finished off Apollo, this is how she spoke of it:
“Washington is going to be thrilled.”

In her words, Washington appears as an onlooker who would be thrilled at this man’s death.
